well, I can think of a few reasons:
1)the purpose of a hymn is for communal worship, & thus it can hardly have the scope of narrative that a pop might have.
2)also related to the first reason. There are only so many topics and approaches you can have when you are writing a song for a congregation to sing. A songwriter can hardly show his/her idiosyncrasy by trying something too far off from what is expected of a hymn. Afterall, this is not for performance, but for communal worship

Christian music is not limited to songs for communal worship. Many Christian music published today are not meant to be sung by the congregation.
But even for communal worship songs, we still do not see lyrics with quality comparible to those in the commercial market. Worship songs can have a lot of variety too. Look at Psalms.
We can see good Christian worship lyrics in the English world, but why not in the Chinese world?
